JOB TITLE: Human Resources Generalist-Benefits, Grade 23
LOCATION: Headquarters Library
DATE AVAILABLE: September 1, 2026
SALARY: $43,888 annually (Includes generous benefits package)

HOURS: 40 hours per week
Monday through Friday, 8:30am to 5:00pm

EDUCATION/EXPERIENCE: Bachelor’s degree with major course work in Personnel, Business Administration, or a related field and considerable experience Human Resources and/or Benefits Administration.

ESSENTIAL FUNCTIONS:
  • Maintains the Libraries’ employee benefit records, files and forms and ensures they are kept up-to-date and in a secured office environment; Responsible for all submissions to our online benefit vendor (Benefit First) and communicates benefit changes, updates and services to staff and retirees;
  • Reviews, processes, and audits health, dental, vision, life and retiree insurance forms, applications, claims and invoices; completes purchasing requisitions for bills and related services. Communicates changes and discrepancies to the HR Director.
  • Processes monthly premium payments for retirees, confirms receipt of payment for COBRA participants and completes all related documentation;
  • Plans and organizes annual open enrollment benefit meetings; assists employees and retirees during open enrollment;
  • Partners with the Nurse Practitioner to ensure employee participation in wellness initiatives and with utilizing the library’s wellness and incentive software; plans and conducts Lunch & Learn opportunities;
  • Provides assistance to employees regarding HR policy interpretation, insurance, retirement and deferred compensation and enrolls employees in various programs ensuring accuracy and completion of all required documentation; serves as a liaison between employees and benefit providers;
  • Participates in SCPL’s New Employee Orientation on benefit elections and oversees the completion and accuracy of all benefits paperwork.
  • Works closely with the libraries’ group benefits firm to coordinate open enrollment, investigate employee claims, and implement new services and existing plans.
  • Maintains the Libraries’ current time-keeping system (ADP), and Munis Self Service; communicates changes and updates as needed.
  • Prepares and inputs monthly hourly and extra hours payroll, new employee information, employee promotions and location changes as well as salary changes and other information in Munis (or current financial software);
  • Provides general assistance to HR Director regarding Workers Compensation issues, preparing employees in the retirement process, document processing, and filing.
  • Executes all tasks and related communication with discretion and sound judgment, prioritizing policy adherence and confidentiality standards; Assists HR Director in separation procedures.
  • Maintains confidential documents and information in a secure office environment;
  • Provides broad support for the HR Department including, but not limited to, staff training, assistance with wellness programs, etc.; may serve as the point of contact in the absence of the HR Director.


KNOWLEDGE & SKILLS:
  • Bachelor’s degree with major course work in Personnel, Business Administration, or a related field and considerable experience Human Resources and/or Benefits Administration.
  • Thorough knowledge of retirement, insurance and benefit programs, methods and record keeping; general knowledge of the basic methods, practices and objective of public personnel administration.
  • Must have strong organizational skills and the ability to follow and apply established procedures and instructions.
  • Must possess considerable skill in all interviewing techniques, extensive knowledge of personnel policy and procedures, and some knowledge of Federal and State laws regarding employment and Human Resources practices;
  • General knowledge of basic research and survey techniques as well as report writing and strong computer skills with the ability to learn moderately complex computer software programs;
  • Must have the ability to establish rapport with others in person and on the telephone and maintain effective working relationships with the public and library staff.
  • Ability to maintain confidentiality and use good judgement and discretion in carrying out all tasks and responsibilities.
  • SCPL uses multi-factor authentication for network and program access. Employees may be required to use their personal device for MFA.
  • Valid Driver’s license with the ability to drive to other locations
