Community Services

The Spartanburg County Public Libraries offers notary services for the public. Notary services are available in the Library Administration Offices at the Headquarters Library during the following times:

Monday to Friday – 9:00 a.m. to 12:30 p.m. and 2:00 p.m. to 4:30 p.m.

A valid driver’s license or state-issued photo is required from the person signing the document. We reserve the right to refuse or limit notary services for marriage documents, power of attorney and will and trust forms and forms requiring witnesses.

The Headquarters Branch of the Spartanburg County Public Libraries is now accepting passport applications on behalf of the U.S. State Department. Processing passport applications will be available during the following days and times by appointment only:

Monday – 10:00 p.m. to 7:30 p.m.

Tuesday, Wednesday, Thursday – 10:00 a.m. to 7:30 p.m.

Friday – 10:00 a.m. to 5:00 p.m.

Saturday – 10:00 a.m. to 4:30 p.m.

Sunday – 2:00 p.m. to 4:30 p.m.

The Reference Department at the Headquarters Library provides test proctoring services to students. Proctoring is by appointment only and requires at least a three day notice. While staff will monitor the examination, proctors are not allowed to sit with students during the entire exam, and we cannot guarantee this to the student of the testing institution.

We reserve the right to reschedule or deny proctoring services.

Fee: Free, however if the test is to be printed and/or mailed, charges for prints and postage may apply.

SC Thrive is home to the Benefit Bank of SC (TBBSC). With TBBSC, you no longer have to wait in lines at different agencies to apply for benefits; you can complete several applications at the same time. With TBBSC you can apply for:

  • Medicaid and Children’s Health Insurance Plan
  • Military and Veteran Housing and Education Benefits
  • Low Income Subsidy (Rx Assistance)
  • Lifeline (Telephone Assistance)
  • Temporary Assistance for Needy Families (TANF)
  • Voter Registration
  • Free Application for Federal Student Aid (FAFSA)

Some helpful documents to bring when applying for benefits are identification, housing/utility bills, social security numbers, non-citizen status, earned income, child care expenses, unearned income, medical expenses, etc.

Meetings with a representative from our 4th District Congressional Representative’s office take place at the Headquarters Library the first Wednesday morning of the month.

Study rooms are available for groups of one to four individuals at all of our branch locations. These rooms are available on a first come, first serve basis and cannot be reserved.

Locations offered: Headquarters Library, Boiling Springs Library, Chesnee Library, Cowpens Library, Cyrill-Westside Library, Inman Library, Landrum Library, Middle Tyger Library, Pacolet Library and Woodruff Library. Contact each location for more information on study rooms.

Should a larger space be needed, each location also has meeting room space available for reservation. Fees vary. Contact each location for more information.

In partnership with the Adult Learning Center, the Pacolet Library offers GED preparation and testing to the Pacolet community.

In order to sign up you will need to have a S.C. driver’s license or photo identification and you will also need to call or stop by the Pacolet Library. Library staff will submit your information to the Adult Learning Center in Spartanburg. The Adult Learning Center will call you and schedule a face to face appointment at the Pacolet Library.

The appointment will include a pre-GED test and registration for the GED program. All the class preparation will be done online at the library or home. The library will provide study materials and sessions with a tutor for free. Individuals, who successfully complete the GED preparation program, will have the opportunity to take the GED tests for free.

Should a computer or Wi-Fi be needed, each location also has computers and Wi-Fi for use.

One on one teaching sessions are available in the Reference Department of the Headquarters Library on various software programs and devices. These sessions are offered by appointment only.

Prior to and during tax season some federal tax forms are made available to the public from the IRS at the Headquarters Library.
